Yes, remove grease and dirt. I usually remove any heavy scale rust, so it works faster. Also note, this process will remove paint sometimes, aluminum can be eaten away by this process as well.
When the part is removed from the bath there will usually be a black coating on the part that needs to be cleaned. For small parts and tools I use a brass wire brush. And of course, flash rusting will set in quickly, so protect the now clean metal.
Maybe a little more info on the laundry soda. Where do you find that and what product name is it sold under? I'm pretty familiar with the laundry products aisle and never saw anything called soda.
Washing soda isn't easy to find, but you can make your own. Take regular baking soda and put it in a cookie sheet in a thin layer, I usually do maybe 3/8" thick then bake it in the oven @ 400° for about an hour to hour half. Washing soda is basically baking soda minus the hydrogen. When you bake it you are baking the hydrogen out of the baking soda. Baking soda is sodium bicarbonate, washing soda is sodium carbonate.
I used a large plastic tote, and concrete reinforcing wire to build a cage that fit into the tote as the sacrificial anode. it was nice cleaning parts while working on something else. Remember to do it in a well ventilated area and be mindful of sparks and open flames.

Roger, I was afraid of that so I set my set up out side the shop door. I am using rebar for my anadodes, but I am going to try the tin cans and see if it does not work a little better, that wire is a jam up idea although.
Willowbilly and anyone else; if washing soda proves to be elusive, whilst at Walmart, venture into the swimming pool chemical aisle. You should find a product called PH Plus. It is sodium carbonate, same as washing soda. I find it sold in five pound canisters.
If you have some stubborn paint, try powdered lye instead of washing soda. It will cause paint to slough and get rid of rust. I guess you know the precautions necessary when using lye, so I won't insult your intelligence by lecturing. I've used it many times, still have all my skin.
