Check fuel pressure too. I had a low fuel pressure situation one time where the dang thing would accelerate faster at half throttle than it would at full throttle.

Well I thought i had an ODB1 adapter for the code reader, nope.
Researching now how to short out plug to get the codes.

So as I under stand it i insert paper clip, turn truck on engine off and it will give me codes, then when there is a 9 sec delay the next set of codes will be from CM, after I get those I can start the truck and after it flashes once turn wheel left then right then apply brake the rev motor one time, it will the start giving me key on engine running codes.

This is all seculation on my part, so please chime in if I have been misled.

You have the KOER procedure down pretty good. I will advise you to NOT worry about KOER codes yet, stick to KOEO and CM. Once those are resolved then go to KOER.

I think my CEL is burnt out, it does not come on, it does not come on while starting the truck.

It seems like in gears 1-3 the motor is responsive-ish, but it is really unresponsive in O/D,
is that possible or just my imagination. I have a test light on order, should be here any day to read the codes.

There are many factors that contribute to "performance", especially the butt-o-meter. Engine size/state of tune, gearing, tire size, lifts, etc. are the biggest contributors. It would not be a surprise to find you have 3.08 or 3.31 gears so operation in O/D is going to very sluggish. Even 3.55s in a 5L truck are a bit skimpy.

Check the door tag for the axle code.

3.31 w/Limited slip

Definitely better than the suspected 3.08s

it has a 95 Mustang 5.0 long block with 70k miles running on 31x10.5 AT tires.
leaving a stop light feels normal, I am 51 , so i am not racing it to each light. But when i am at hwy speed, i have to tell the passenger that i have just floored it, that is no exaggeration, it is literal. When floored at 65 it gains speed at about 4-5 MPH each minute, and that is after it drops down out of O/D, which CANNOT be felt in the seat of your pants, but heard if you listen to the motor carefully. it is very quiet.
