My upper steering shaft ( between the steering column and the steering box ) has a lot of play in the u-joints. I want to replace it, what years will fit? can you buy a new one for a decent price?

You need to get one from a 88-96 as they have the nicer solid rubber rag joint. The junkyard will sell you a decent one for 15-30 bucks. Otherwise, they are about 110 for a brand new one. Thats for a complete shaft assembly.
You can use any 80-96 f150 steering shaft, but the later years are better parts.

I forgot to mention, the upper end of the shaft is the worst. is there a rag type joint on this end too? My 63 Merc has a rag joint on the upper end, but my current shaft in the truck has one on the lower end.
