97 7.3 low power

I got a stock 97 f250 7.3 e4od with 4.10 posi rear and its supposed to have 310k miles on it. It feels like its super weak it has trouble pulling my 16' stock trailer. My old truck would run circles around this truck it was a 93 7.3idi with the banks sidewinder turbo e4od with 4.10 is this normal?

Is your fuel filter black? what kind of fuel pressure is your pump kicking out? Do you know what your HPOP is putting out?

I put a wix filter in a few weeks ago, I haven't checked the fuel pressure how do I check the hpop
