GPR issue not normal

GPR issue not normal
I have a 97 7.3 in a 96 truck with efuel. Both the small wires going to the gpr have 12v on them when disconnected from the gpr. One is purple with an orange stripe and one is red with a green stripe. I cannot figure out how the wire from the pcm is getting power any help would be greatly appreciated.
