Was wondering will 35x17 from a 2004 6.0 fit on a 2000 7.3, if I understand correctly no they won't but wanted to make sure.

35x17 would be an exceptionally wide tire like some sort of agricultural flotation setup.
I assume that you mean a 35" tire on a 17" rim? If so that did not originally come on an '04 truck. In '04 the trucks still had leaf spring front suspensions and the standard rim size was still 16" just like the EXs. However did offer a limited selection of 18" rims on selected SD trucks in '04 that are a perfect match for an EX. If what you are looking at is an OEM 17" rim, then no it won't be a good fit on your EX as it has the '05+ back spacing that needs spacers to be properly located under an EX.
