I have a 97 f250 with the 351W. I've had power issues since the day I bought it and have now narrowed it down to an issue with the timing. At idle, with the spout plug in, the timing is sitting at 20 degrees but does not advance when given throttle. At idle, with the spout plug removed, the timing is at 8 degrees but still doesn't advance under throttle. In both instances there is no change in how the truck idles or responds to throttle. I'm not sure if this is a distributor issue, a pcm issue, or a combination of both. I tried running a scan tool on the truck but, the computer won't communicate with the tool which makes me lean more towards a faulty computer. Anyone else had this issue or have a way to pin point which one it is?
Since you truck is computer controlled the timing/ignition advance is controlled by the computer. All you do is set the base timing, in your case 8 deg. The fact that you get a 12 deg. jump when you plug in the spout connector tell me that the computer is doing something to the timing.
Do you have a timing light, preferably one with a dial that allows you to dial back the light to TDC. Then you can just read the advance on the dial on the light.
Most 5.0L & 5.8L are set at 10 deg. My own 5.8L is liking 13-14 deg. base timing.

I adjusted the base timing from 8 degrees btc, to about 12 and it made a world of difference in the amount of power under load that is available to me. With the spout in, the timing now advances from 20 at idle to about 30-35. I'm not 100% sure that I got everything back that I should have but it's much better than it was.
