define "create" you mean set one up for your profile?
if so just go to the User CP then on the left select the "Edit Avitar" option then pick the option on the screen for either uploading your picture or getting one via a link from a site like photo bucket, images must be with in certain size limits (can't remember off the top of my head what they are)

Thanks for this thread. Was very helpful. Spent far too long trying to figure this out before seeing your insight.
Now if I could get the dang pic to rotate the correct way... I'll save it for another day!
