I too have a 2005. It's the paint peeling off....
Funny this comes up now...I used masking tape to "protect" my dash when pulling the radio the other day. I was surprised when the tape removed the paint on the dash bezel. The bezel is molded in black...and painted black.
I first called the dealer and was told the part was discontinued many years ago. (If someone else knows otherwise, I'd be glad to hear it....)
I found a good color match in SEM Color Coat satin black. This is made for rigid plastics, vinyl, etc. I'm going to pull mine, take as much off as I can...and repaint.

I bought my 2005 new...ordered it in fact...and my dash is absolutely painted black over the molded black plastic.

They may have used something cheap to coat it.
I have used ppg dye to color interiors and have had super great performance out of it. A "paint" won't last long on plastic.
