I would replace the PCM Computer If it will not do a KOER self-test.
If you got one from an auto parts place take it back and get another one.
Sounds like maybe the PCM computer is for a truck that does not have a E4OD also.

It has the 5.8. It wasn't doin the koer test with either computer I used. The original EEC has a broke capacitor and the second is a used on from a 90 model I have a 91. I can't afford a new one on my budget. When you say pcm, are you talkin about the module under the dash or the EEC unit behind the kick panel?

The PCM is the unit behind the kick panel.
A 5.8L engine will not have the test for the power steering sensor so I know you have the wrong computer. I am also guessing the computer you have is for a standard transmission or a C6 or AOD.
That is why the transmission is doing what it is doing.

What is the drawing number that is on the plug of the PCM computer.
It will start something like F0TF-12A650-?? or E9TF-12A650-??

Also what is the calibration number off the drivers door post?
A Calibration number would be something like 0-98A-R00:

I'll get back to ya on the numbers. Won't be able to tear back into the truck til tomorrow and I can't seem to find the one I pulled out of it. I heard of the module under the dash behind the buzzer, referred to as the pcm, is why I asked. Thanks.

Older trucks around 1985-1988 or so had the PCM (EEC) Computer in the center of the dash as you say behind the buzzer. Your 1991 has it in the drivers kick panel and you remove it from the cab but you unplug it from under the hood.

Check the fuse for the OD button on the shift lever. Mine would blow when I pushed
it. When that fuse blows, it will shift from 1st to 4th. I believe it's a 10 amp fuse.

The PCM that I am using is F1TF-12A650-AWA. I can't find the original PCM that I took out. The calibration on the door panel is 1-64E-R00 F1AE-6E061-FFG. I came across this number on the cross member E9TA-PB.

I'm gonna go ahead and buy a new PCM from the parts store. How do I go about gettin the correct PCM number to order it with?

The Computer # F1TF-12A650-AWA is for a 1991 van with a 5.0L engine and a AOD transmission. The AOD is a non electronic controlled transmission and that is why you are having the transmission to run in limp mode.

I can not seem to come up with a 1991 with a door code of 1-64E-R00.
But a computer with a number like F0TF-12A650-AHA should work OK for your FED 5.8L engine with a E4OD transmission.

Went down to ford had them run my vin and got the number I needed. The pcm will be here in the mornin. Not gettin my hopes up but, no harm in bein optimistic.

The number ford gave me was F1TF-12A650-ASA as the ID number and also F1TZ-12A650-ASA as the part number.

Yes that one will work also:

Ok now I got a lil problem and dunno if it will work. The pcm they received is E9TF-12A650-AFB. Will this one work?

Did a lil research and I have come to the conclusion the E9TF-12A650-AFB is for a 5.8 with a C6 tranny. Further more I was told it would take a week and extra shipping charges to get the one I'm lookin for. I'll just stick to the number I got from Ford and keep searchin.

Yes you are right the E9TF-12A650-AFB is for a C6 transmission and will not work for you.

Note that all Ford PCM (EEC) Computers have the same base number of 12A650 so it is left out of a lot of the tables so F1TF-ASA and F1TF-12A650-ASA are the same item.

Here is a list of computer that should work OK for your truck with the 12A650 left out:
