So I look through the vents on the hood and can see some rust on the bottom of the channel. Does anyone know if I cut out those vents if there is a replacement that can fit back into the hole? Would make nicer access in the future to clean it out
No one makes replacement panels for the cowl. Either carefully cut out the cowl, do the repair, and weld it back in. Alternatively, find a donor for replacement metal. Another way is to fix it from the inside which basically requires removimg the entire dash for access. The bright side is that the cowl need not be repainted.
A stop gap measure is to visit a sign shop and pick up some magnetic sheeting, cut too size, and install over the cowl slits when parked or stored.
The cowl is a "balloon" assembly. Meaning, it is welded shut... stoopid idea of the Ford engineers unlike the GM engineers who had the better sense and forethought to design the cowl with a removable panel.

Come on man, what is with the rant on the cowl? Go look at a GM cowl, you will see how cheesy it is. There is no stupid engineering going on there.

The rust will start at the joint at the upper firewall (not galvanized) and bottom of cowl (galvanized). You can just cut out the rusty areas at top of firewall and access the adjacent panel on bottom of cowl to repair without removing the cowl if you want to save time.
Well it looks like I'll be removing my windshield, dash, and cowl then lol.

Since I will need to paint my truck anyway I just went ahead an cut my cowl vents out and then cut the rusty metal out of the cowl and welded new sheet metal in, then welded the cowl vents back in.
