Ford 6.0 diesel 2006 E350 van just rebuilt no base oil presure

Hi everyone first post hope to get some good advice
Ford 6.0 2006 E350 just rebuilt motor and oil cooler
Van ran good when went down for rebuilt was done because of leaking oil from heads dripping on ground.

Scan gauge 2 used reading
IPC 0
ipr koeo 14.5 %
ipr koec cranking 86%
Sync 1
Ficm 47.5 volts constant

I stalled new garotor oil gears and front cover back cover was good again vehicle was running fine when it went down for rebuild due to oil leaking from heads

I tries to put a psi gauge from a pool filter on the
oil sending unit on oil cooler with 0 reading.

Oil filter did fill all the way up so oil is moving

I unplugged the oil line to oil cooler left side oil comes out generously or a lot . Did the same for the left line with right side connected back again same amount of oil

Pulled oil cooler and noticed the oil in resevior
was below the screen. Isn't the resivior soppose to be at a higher level so no oil is getting to the hop at all
you can hear while cranking the pump sound turning like if you did it by hand the suction thumbing sound

I've heard a bad Ipr can give no base oil presure but my readings on scan gauge say 14.5 koeo and 86.0% cranking but I think I've heard it still can be bad as its not closing off enough
yes the oil pickup tube is on. And O-ring
Didnt see any air in oil when crankING from oil cooler with line off or from oil cooler off coming out of block
this oil cooler has the oil filter remote located on bottom sie of motor oil cooler has 2 one way valves in head

Also checked oil regulator below gears no foreign mtater
So check valve was good to

So please give me your best thoughts

Since it's obvious you are datalogging as you attempt to start the engine, what is your ICP psi and ICP volts doing as you crank it? ICP volts should indicate about 0.24 volts at KOEO and climb to a minimum of 0.8 volts for the engine to fire up. Your IPR duty cycle maxing out at 84.75% indicates the PCM is commanding IPR to fully close. If ICP psi is building some pressure (but not up to 500 psi), you can rule out base oil pressure. It sounds like you're either not cranking the engine long enough to build up enough pressure to fire, or the IPR valve is stuck, and needs replaced.

oil base pressure fixed

found the base oil pressure leak..

it was the oil galley plug was missing just below the hpop.

I totally missed that kinda new with a new rebuilt that
it would be human error.

just glad its fixed but what I take away from this is all the knowledge
to correctly diagnose a 6.0 better.

rebuilding a diesel for the first time was a pain with all the high pressure seals the injectors the way they operate using high pressure oil to open the pintel. crazy but lots of fun and headache. but now i know that motor inside and out and think that its not that hard to work on once you know your way around the motor.

and thanks for youtube for some real mechanics that work at a dealer or a shop and try to tell you how to diagnose issues things to check, most common issues in order of most common.
And the Forums like this one as well.
