All the vin (aka; serial number) tells you is that the truck is a 1948 F7 with the large 337 flathead V8. The branch code says it was built in Highland Park.

The number is the number. If you had it checked with the state and they don't have record of it, it just means it's not in their database, either never was or has been purged from the system for being inactive for so long. There is likely a process in your state to acquire a title through legal channels, every state has one of some sort or another (bonded title, etc). It just means jumping through a bunch of hoops. You'll have to determine if it's worth it to you.
