But some things , I dont understand
vehicle :1988 E-250 with two tanks :
Both sending unit give me around 75 ohms at the front/rear selector switch connector ,( unplugged)
switch is working : verified with ohmeter
one tank is definitely full ,
fuel gauge shows empty all the time ( barely moves when ignition on )
grounded thegauge stud , it goes to about half ....never to full !

I have had to replace that voltage regulator unit you're pointing to for the same symptoms that you are having. That fixed the gauge issue. I also had to replace the fuel gauge itself at a different time. The connectors on those voltage regulators are similiar to how 9 volt batteries plug in, so they easily snap out.

I couldn't say if it is available from Ford and if it is, be sitting down for the price, but I have always grabbed one at the wrecking yard. I hope you have a nearby wrecking yard with 75 to 91 econolines !
Most like a cluster repair part wouldn't be available from Ford. With the proper part number searching the internet for NOS and/or obsolete parts might yield results.
I'd search for a guaranteed working complete cluster via eBay----something with the ability to return for exchange or refund if the replacement part doesn't work. This would probably be the easier route.
