I have a 1994 F250 with the 7.5L gas engine (460). I started it the other day and at first it didn't want to start, then when it did start, it acted like it was going to sputter out at any second. I hurried and switched to my other fuel tank and it started acting normal again. I just started it again tonight and everything seems normal again on both tanks. Does this just mean my fuel pump is on its way out and I should replace it now before it actually goes out for good? How much is it going to cost me to do it myself vs having it done at a mechanic shop?
Another question I have, is there only the one fuel filter that filters both tanks?

I had one do that a few times and then it would not run at all. So change it as soon as you can.
You can get the replacement Fuel pump (FDM) from an auto parts store for about $150.00 and to have a shop do it would cost be a lot more.
That filter is to filter the fuel for the injectors and yes fuel from both tanks pass through it. Unless you have bad fuel tanks and on sock on the bottom of the FDM then the filter last a very long time. I still have the injector filter on my F150 that it came from the factory with. But it has had 4 fuel pumps and one fuel tank replaced.
