2000 Ex/F250 4x4 issue

I am having 4x4 issues with my 2000 Ex. 6.8 V10
manual locks vacuum lines capped transfer case heard moving and engaging into 4 high and 4 low all lights on dash come on indicating 4x4 is on...however....

no 4x4 its quite perplexing

thoughts ??
