My Chilton manual that covers '76 to '86 reads to"...tighten in three progressive steps. Torque them (in proper sequence) to 55 ft-lbs, then 65ft-lbs, and finally to 85 ft-lbs."
My Ford service spec book for '79 reads the same except the final toque they list a range from 70 to 85 ft-lbs.
yes 17 - to - 23 ft lb for the rockers, I am doing the same thing you are.
Don't for get to put a bit of oil on the rocker before you put the folcrum (spelling) on so its not dry when you first start it up.
