If the cartridge was tight that is your problem, that should spin by blowing on it. I am alittle worried about it getting better? What is wearing out, it's not wearing in. The turbo is kinda like the main bearings, it floats on the oil, if the bushings were tight oil is not flowing around it, you should have polished the housing or bushings so it spun free with the turbo out on the work bench, meaning emery cloth very fine, turbos dont break in. you need a boost gauge to start, take the intake hose off and see if you can spin the wheel with your finger, a light tap and it should spin for a minute or two, if it does is the wastegate stuck open? all your CAC boots on, no restrictions on the exhaust or intake side. Is the warm up valve hooked up and not just flapping in your housing outlet? Get a boost gauge so you dont have to guess.
