Questions about a PCM swap

I have a 2000 psd 7.3l with a bad PCM NVK5 dpc-422 "XC3F-12A650-BG". I'm having trouble locating a replacement, browsing the forums here people mention that upgrading the PCM on 99 trucks to 01's is a good upgrade.

I have an eye on PMT3 dpc-422 "1C3F-12A650-ZD". Currently my truck is undrivable, if I upgrade my PCM I have a couple questions/concerns remaining.

Will I have to tow the truck to the dealer to add the VIN to PCM? Or can I just put in a wrecker's PCM and have it drivable.

Is PATS installed on 01 trucks? If it is; can I disable it?

Dollar for dollar, repairing the PCM is a cheaper option. Does it work? (I have a IVS that won't release, and no burnt smell in the PCM)
