If you intend to tow something more substantial than a jet-ski, I strongly advise that you have one installed, particularly if your truck has the 4.6 engine/4R70W transmission combination (all 4.6 engines use this trans). Essentially, this is the same drivetrain used in the 1,500 lb. lighter Crown Victoria sedan, and has it's work cut out pulling around an EMPTY Expedition. Keep your trans cool and you will keep your wallet in your pocket.

That's not my understanding. Regardless of the engine installed, without getting the specific Towing Package Option from the factory, you won't have any of it.

I doubt that stock transmission and oil coolers were put on without a tow package.
