If they get dim it sounds like they're loosing power so possibly a loose connection but those things are huge and don't really "come loose". I would say the bulb but it being more than one that's out. Have you removed it and checked it out yet, there might be a simple wire grounding out somehow.

Does the dimmer effect it at all?

dimmer doesn't effect it, the lights that are dim are WIF, Seat Belt, air bag, SES Brake, Door Ajar and the Wait to Start.

I dont see any sign of water. Just pulled the gauge cluster and reset all the connectors no change. I dont drive the truck much, i think i have put 1000 miles on it since 2010.
I had weak batteries and replaced them and and did some PM on the truck. New starter relay, battery cables, alt, belt. Could this be a GEM issue?

That's all I can think. Take out the cluster (again) and clean all the contacts for the bulb sockets?

I'm going to try removing all the new battery cables and reclean connections. When i had the cluster out i checked everything out on the back of the panel no oxidation on any lamp sockets, ribbon cables, and all the resistors, jumpers and diodes and checked out. I noticed with the engine running my volts at the battery were only 12.6 seems a little low. I'm going to have the batteries tested today and try to pull the GEM and check for any signs of water damage or oxidation there. From all i can see thru the dash opening, the top of the GEM has a light layer of dust and no water staining.

Yea with the engine running the battery should read something in the 13.8 - 14.1VDC range. Maybe you have a weak alternator although I'm not sure that explains your dim warning lights. I agree that it sounds like a bad ground somewhere. If you have recently changed some cables and stuff, you're right to recheck those first.
