Is it an OEM head unit, or an aftermarket one? I haven't noticed any common issues, other than the CD mechanism in the OEM unit failing, but the radio still works in that situation. Could be screwed up wires from some hobby project from previous owner, it's very hard to tell without pulling the head unit out, and inspecting it.

To remove the radio there are 2 screws (7mm socket)by the speedometer that you need to remove. Then you take a plastic trim removal tool and pry all the way around the dash bezel and it should pop off with very littl effort. You also need to tip the steering wheel down and put the gear shift in 1st to give you more room to work. After you get the bezel pulled back there are 2 more screws (7mm socket)holding the radio in remove those and pull the bezel back so you have just enough room to slide the radio out and up. Unplug the plugins and she is out. I just did this on my 03 expy to install a fmda25 converter for my Sirius Xm radio wasn't bad just need patience.
I don't even have radio function or anything. I went exploring and found a random black wire with electrical tape on it. And I noticed the fuse in position 26 is missing. But it has nothing to do with the radio. I also inspected fuse 4 which was the dvd player. Pulled it out and it looked at it. I put it back in and nothing happened.
Well, it might be the head unit itself is dead. You could try to find a pigtail plug or something, and try to hook it up directly to a 12V source and see if you can bring it to life. Also, measure the 12V supply and key-on supply on the plug going into the radio with a multimeter, if you don't have one you can always find a cheap $5 multimeter at a hardware store, I'm not from the US, but maybe Costco or Walmart has that (don't they have everything? hehe). Don't suspect the harness or wiring before you see something that gives you reason to suspect it, like blown fuse or something that looks like it's tampered with. If the harness looks like it's untouched from factory, it's most likely not the wiring.
TL;DR: Measure your voltages at the plugs for the head unit first, and try to find a way to test the head unit on a bench and see if it powers on, then go from there.
