Ignition Switch

I have a 89 f250 and i think my ignition switch is bad. Here is what happened. The truck starts, then the starter keeps turning. I thought that the solenoid was sticking, so i replaced it but it still does the same thing. I tested the switch wire going to the relay and when in the start position, there is 12v there. When the key is in the run position, there is 7 volts there. I think that the switch just isnt grounding the start wire after it is released. Am i right?

Thanks for your help in advance.

Beau
