Someone correct me if I'm wrong (like anyone would hold back) but I don't think you can drill and drain a cat (at least a metal one). I've heard of people busting out the innards with a steel rod and gentlly tapping the cat to break stuff loose and then shake it out, and in I fact did that to my ex-wife's car back years ago when cats were very expensive and the cat was clogged. I think I might have been better off if I had just drilled and drained my ex-wife - well, that's another story.
As far as it being bad, I think it is illegal in all states to remove or rod out a cat. I know for sure in Florida no muffler shop will do it.
If the cat is bad then removing it or rodding it out or cutting it off and putting a straight piece of pipe in will make your truck run better. Even if it's in good shape it will probably make your truck run better.....
UNLESS you have one of the newer cars in which case if you mess with the cat the computer gets confused and your truck will run worse.
They make high flow cats now that can replace your old cat and still give some performance and noise boost. That's what I plan on putting on mine when it's time to re-do the exhaust system.
You should go to the exhaust forum and you can read all about cats, no cats, straight pipes, Flowmasters, cat-backs and pretty much what ever you want to know about exhaust systems. That's where this thread should have been posted to begin with cause that's all the guys down in that forum talk about.

purposly destroying the innards of a cat is punnishable by law with a 25,000 dollar fine from the epa. not to mention it gives another reason to law makers to tighten restrictions on emissions and what we can do to our veichles. Be responsible and buy a replacement cat
They do. I have one on my truck currently. CATCO makes a great high flow cat that you can get for the F150s. They make a direct fit replacement that is 200 bucks....its the one i got. Or a generic one that goes in place of your second cat on your truck. Its about 100 bucks. Summit racing carries these, although they don't list them all on thier website, call them and they'll be able to help you out.
