IMHO it was production cost to keep a small journal 351 and big journal 400 built at the same time. AND plus emissions. The 351M was born of the 351C's cubic inches and the 400's big journal main bearings. The 400 and 351M engine family was the engine hit the hardest with emissions equipment since it was installed the most. Cars and trucks. Both can be strong motors if you give them some real compression ratio (pistons) and some heads that breath. IOW, design the emissions equipment OUT of them.

Cam timing is a lot of the game with the 351M/400. They're retarded stupidly far. Installing a straight up timing set wakes them up a lot by itself. Then with better compression, intake and headers, they can be a pretty good engine.
