2002 Power Stroke A/C

I've posted to the heating and a/c forum but not getting much help. Does anyone know what the low pressure cutout pressure is supposed to be for a 2002 SD? Mine cuts out at 20 and the vent temp is 47.5 to 48 degrees, never gets any lower.

Also, should I be alarmed if I see shiny flakes, just a few, on the orifice screen?
