So after more diagnostics I have found that the pump it self is good but the inertia switch itself is not getting 12 volts going in.

If you are not getting any power to the inertia switch you are not getting any power from the fuel pump relay.
Try grounding pin #6 of the self-test plug at KOEO by shorting it to pin #2. The fuel pump relay should close and give full power to the inertia switch.
Let me know if you get power with the fuel pump relay closed.
If the fuel pump relay does not close shorting pin #6 to pin #2 at KOEO try grounding pin #6 to the NEG battery post.

Note without grounding pin#6 of the self-test plug at KOEO and turning on the key you will only have full battery voltage at the inertia switch for one second and then the fuel pump relay drops back out. This happens each time you turn on the key.

G100 is located on the left side (drivers side) of the radiator support.

G100 is located at F7 in the diagram below.

so i know my fuel pump works because i put 12 volts to it while i had the tank out. i am not getting 12 volts from the fuel pump relay. i have 12 volts going in but that is all. could i be looking at a ecm?

Maybe. Ground pin #6 of the self-test plug, turn on the key and see if the fuel pump runs. See post #20 above. You can ground pin #6 to any good ground or the neg post of the battery.

If the fuel pump does not run it may not be the ecm.

So the test I have done are check voltage at fuel pump,check fuel pump with external battery, replaced fuel pump relay and I have no voltage from relay,and checked all ground wires. Where would I check next?

Why are you not doing the test that I posted in post #6 and #20 above?
You have to do that and tell us what happened from that test so we know what is going on with your truck.
