A/C Compressor aka The Engine Brake
At 25 MPH and 35 MPH, I can literally feel the drag of the a/c compressor when it kicks on. Is this normal?
It cycles on for about 4 seconds, then off for about 4 seconds, and repeats. It blows cold and the sticker says its been converted to R134. And yes, it was hot enough to need the a/c today

Yes, it is normal to be able to feel the old compressors cycle on and off. One of the aftermarket manufacturers told me the old compressors use a lot more HP than the new ones. In fact, the old York compressors are said to pull 12 - 15 HP.

If it's cycling a lot and it's hot outside, and you are not getting cool inside, it's probably a little low on freon. The low pressure switch is cutting it on and off. This is normal though, if it's cool outside and the air conditioning doesn't have much load on it.
