I'm having an issue smogging my 01 CCSB 5.4 gasser. I don't have any codes but when I took it to get smogged the tech told me that I had a bad O2 sensor. The readout said O2 sensor "not ready" and O2 heater "not ready" so I bought 2 new O2 sensors and replaced them. I took it back and it still said not ready. Anyone ever had this issue?

Don't know the specific required cycles for O2 sensors, but several OBD2 monitored devices require a number of warm up and/or start stop cycles to report ready. I have a older van that took almost a week of occasional driving to report ready on the OBD2.
Which specific sensor(s) did you replace? What part number(s)?
Did you reset the computer/ fault codes after the parts swapping exercise?
How far/long did you drive it after the repair before taking it back to the test station?
What state are you in?
There are no fault codes. Just says sensor and sensor heater not ready.
I replaced both O2 sensors Bosch part #15717.
Yes I reset the computer after installing them.
I've taken it to the smog shop twice and down to my mechanic 3 time to use his obdII reader.
I have driven over 1000 miles since resetting. I've done highway driving(70 mile trip)and in town driving.
I live in California.
If you only have a total of two O2 sensors on the whole truck, you'll never get those monitors to set and you're wasting a lot of time and money because you (and your inspection station) don't understand what's going on.
First off, was this truck built to California or Federal emissions specifications? (See sticker under the hood).

The only sticker I see regarding emissions is says
"Vehice emissions control information

The woman I bought the truck from bought it new it Texas then moved here(to California) in 04.
