What were these brackets for?

F350 7.3 diesel dually has a bracket glued on the top of the front bumperbar slightly off-centre and another on the rear of the hood off-centre to the other side.

Guess they are aftermarket brackets, but curious to know for what?

I have seen deer whistles that were sold with detachable brackets like what you're showing.
