What kind of mirrors are these?

I think you mean West Coast Mirrors. (try google, lots of pictures).
Generically, what I see as West Coast Mirrors are a mounting bracket that is attached as shown in your picture, with the top/bottom of the actual mirror bolted to the top/bottom portion of the bracket. It allows you to pivot the mirror "in or out" but not up/down. It also is very unforgiving if you get to close to something - so keep that in mind. I drove ambulances in the NJ/NY area and loved this style of mirror.

I wonder who manufactures them for military - trucks? Truck-lite maybe?
Mind to elaborate more on why do you love these? any advantages?
