Only 86K original. 5.4 FI. Doesn't get driven or started with any regularity. Just started it yesterday and it has a rough idle with rpms rising and falling.
There is no such thing as a 5.4L from the factory in these years... do you mean a 5.0L / 302 ci? That's going to be the only EFI-equipped V8 available back then.
Regardless, if it's computer-controlled EFI, then ask the computer what it thinks is going on - IOW pull the codes.
Maybe it is time to clean the throttle body and Idle Air Control valve with "throttle body spray cleaner". If the IAC doesn't move freely, the idle speed will hunt.
PS. I always replace the spark plugs after cleaning the throttle body and IAC.
