From the number you're posting I think your HPOP is working fine. If that is with the ICP plugged in then I think you're probably in decent shape. I would suggest getting the truck roadworthy and then taking it for a drive before you worry too much more about this issue. These things can act really odd when there is air in the HPO system. It can make the start times longer, and the idle rough. The fact that the starts take longer to build pressure when the engine is warming up doesn't seem right, but that can be addressed once you see how it runs when the rest of the truck is together.
