Btw there were no heavy duty trucks for the 98 model year the new ones came in 99

Are you saying you replaced the PCM computer and still no spark unless you pull out the SPOUT shorting bar?

No it was the one in the fire wall ! we switched that piece you have there and that didn't do it either!

Yes that is the ICM and your truck takes the Black one.
The wire from the SPOUT shorting bar going to the computer must be either shorted to ground or shorted to a power wire.

Well, I hope your tech will be able to help onsite, but I'm still stuck on page 1.

The starter fluid test certainly proves the no fuel theory, but did it start with, or without the SPOUT?

Did you try the starter fluid test both with and without the SPOUT installed?

Given that you have OBDII diagnostics, how did you "bypass" the fuel pumps? OBDI has a test point on the connector that you can ground to activate the fuel pump relay and test the relay/pumps. I don't think that was available in OBDII, but of course on a CA spec vehicle, anything seems possible?

Looks like you have discovered it is not a simple module failure. That finned module is actually a remote mounted TFI ignition module. There is a pretty good discussion of that component here;
