Too hot today to troubleshoot tomorrow will be nicer, and the wife had different ideas.... I have the warn lockouts on, I'm certain they were free, but I checked them and I did push the button for 4x4 (without hubs being locked) and that didn't seem to change anything. We were driving it today without issues.

But they can move if there is too much friction in the hub or the needle bearings and when one axle moves with a binding U-joint it is a recipe for the dreaded steering wheel wobble.
Mine was u-joints and I started a very long thread on it 2 years ago; "steering wheel jerks back and forth".
I have this same problem with my sons 2002 2 wheel drive, so it cant be the u joint! cant feel any shaking from the front end, just the steering wheel but disappears when I get past 30 mph, most noticable at 20 to 30 mph!
I have been chasing my X steering problem for years. Adjusted OEM steering box. A little better. Installed Landyot Radius rods and Firestone Air Bags. No change. Replaced steering box with Redhead box. A little better. Just replaced entire front end: MOOG Ball joints, control arm, tie rod, adjusters and Timkin hubs. Problem solved. Should have done this 5 years ago. The previous adjustments and parts were just expensive "band aids".
