Seatbelts
It looks to me like I have the threaded mounts for seatbelts in the floor of my 64 F100.
Are those seltbelt mounts or are they for something else?
They are in the reinforced part of the floor.
What size bolt would I need.
Grade 5, Im guessing for strength.
I want the retractable lap belts, is there enough room for them?

I would say yes they are for mounting the belts. My '76 f100 has the same setup. I just robbed a set of Mustang retractable belts and put them in my truck. They work great! I have heard grade 5s are better for bending and 8s may not shear as well, grade 8s are going to be stronger (heat treated) for better clamping force. I think either would work alright, I have even heard of putting grade 12.9 but im not sure about those myself. How fast you plan on going? What size motor?
