Been search online prices for a new serpentine belt for my truck and I keep coming across this term in the description. I know there are dual alt. set ups and ambulance equipped truck but I've never heard of the cold weather package, can someone enlighten me what this could be?
Cold Weather Package indicated the presence or lack thereof of an Exhaust Back Pressure "Warm Up" Valve. In the beginning of the 99 up Superduty, one could order a truck without this valve. By 2003 however, all trucks were equipped with the warm up valve.
It appears that the cold weather package on Super Dutys was no longer delete-able as of the 2000 model year. Since yours is an 03, it should have the cold weather package.

I had the same problem today. Heard a funny noise coming from the engine compartment, and when I looked, my belt was only half width.
Napa showed either with or without the cold weather package. They had one without the cold weather so I took my belt in and they seemed about the same. Had the guy check the specs and the only difference is about a quarter inch difference in length.
Just installed the non cold weather belt on my cold weather truck and it works just fine.
Have 2000 7.3 F 350, needed new belt so I bought both belts not knowing which one I needed, it seemed the cold weather belt was at least an inch longer which I didn't need so I brought it back, the other one work perfect.
I going to reply to an even older one! Just replaced on my northern Minnesota 2001 7.3. Bought the Gates HD cold weather one. Too short. The non-cold weather appears to be .85 inches longer. That would work. Im confused
If truck came with an ebpv from factory, it had the cold weather package. Most trucks after 99 had the cold weather oackage, unless special ordered without it.

The cold weather should be longer, so that seems like an oddity
The "cold weather" belt in my gates package was .85 inches SHORTER than the belt Gates listed as non-cold weather. I absolutely could not get the "cold-weather" one on.

Yes, I may need to corrct myself, I just referenced the lengths on google. Apparently my napa had them listed backwards when I bought one the other week. I will verify with the belts in my garage
