Fuel Gauge Question

So I have an 87 F250, 351w with 2 tanks. Ive been having a problem with the fuel gauge since the day my grandpa gave me the truck. It will read past full until the tank gets down to a quarter tank. Then it will bounce from the quarter tank mark down to empty and back to full. It will stop when I have about 3 miles left, and sit down on the empty mark. My question is the gauge bad (maybe grounds) or is it the sending unit? My front tank has a hole in it so its not in use but the switch to use the front tank has never worked. Could this aid to the problem? Any advice would be great. Id hate to go through the hassle of dropping the tank or pulling the bed just to find out the sending unit is fine and its just a little grounding issue.

If the selector switch is bad in the dash then it could be an issue. I'd say fix the front tank, new pump, and try to sort out the potentially rusty grounds.
