Have you checked your HPOP (High Pressure Oil Pump) reservoir to make sure there is oil to the top? If it is low or empty, you will need to add oil into the top of the HPOP reservoir with something small like a turkey baster (remove the bulb and use it like a funnel). If the HPOP was extremely low or empty, it may take one or two attempts of cranking at 15 seconds each. However, you will need to give your starter a minute or two between attempts. And of course, make sure you've charged your batteries up prior to attempting any of this. These trucks are very touchy if the battery juice is a little low. It should be Ohming out around 14+.

Sounds like the ipr is bad or the solenoid on ipr. I would get an ipr.
