Engine Check Code - Dealer run around?

The dealer got codes of PO155 and P0141
He is telling me he needs to replace the PCM and then do further diagnostics. I think I might be getting screwed with. I asked if he had checked the O2 heater sensors and did not follow his answer but I don't believe he did. His answer was something like ... The PCM checks them and until the PCM is replaced can't tell.

These are O2 heater/sensor issues, not a tuning issue. With the number of hours I'm working now I can't research this in depth, especially since it looks like Dave already answered your question....
