Sounds normal. Look at the colors of the wires going to the light (you'll have to pull the cluster) and then compare them to the Haynes manual wiring diagrams. It doesn't show an "Emissions" light in the cluster, so I suspect it's the Extended Useful Life module (EUL).

The EUL on my '85 was basically a timer that activated the light at approx. 60,000 minutes of operation. This is about haw long the engine should go before checking things like the EGR valve and passages, heat riser valve, etc.
It does not mean there is something wrong with the engine, as a malfunction light would on a computer controlled engine.
