Anytime you turn the distributor, you change the "base" timing. The computer doesn't actually monitor real timing, so it only knows to adjust it a certain amount under certain conditions. It won't actually "correct" an error, which is why base timing is so important. The SPOUT connector is a small light-gray plastic block (about the size of a sugar cube) taped into the side of the wiring harness within 3" of the ignition module. On yours, that's on the inner fender under the L hood hinge.
Because with it in, the computer is adjusting the timing and you can't tell what the base is. With the connector removed, the ignition module defaults to NO advance (like unhooking the vacuum line on a carb distributor) and you can set it.
You never get to adjust the advance, unless you tune the vacuum advance and mess with the weights. But the computer is programmed to do all that electronically ASSUMING you have the base timing set where it expects it to be.
