I'd like to know how you're getting 25 volts from a wire connected to a 12 volt battery?
There's no real rocket science to tail light wiring. You've got one wire coming from the light switch to actuate the tail light (running light), and one wire from the brake switch to the other, brighter filament on the tail lamp. This is assuming you don't have integrated turn signals. If you do, the brake light wire goes through the turn signal switch and two wires come out going to the left and right side lamps. Diagrams abound on google.
You need to figure out if one of the pigtail wires is a ground, or if it's for a 2nd filament. If they are later replacement stop lights, even tho one is black, it may be a hot wire for one filament. Our chinese brothers are unclear on our color conventions.
