I own a 1999 ranger splash and when ever it rains, I loose power steering. They put a new pump on but it still goes out. All the dealer tells me to do is drive slow in the rain. Can anyone tell me what is really going on, Also during a rain storm I hit the curb and blew out my right front tire, could it also be my rack in pinyon. Thank you for your time
best guess i would have is water getting on the belt and it slips.
that would be why he said to go slow through the water.
might want to check the belt tensioner.

If you are flying through puddles of water, then yes, you need to slow down.
If this is happening in during normal driving conditions(just rain, street/highway driving) and this is their solution to the problem, you need to find another dealer.
