So I've been driving my truck the past few hours. I shut it off and now that I've gone back to it, it won't start. I hear the starter get a signal, but it won't turn over. It's done this before and usually I just play with the wires under the dash and it starts right up. This time, not so much. Any ideas? Could the starter just be too cold? It's about 17 degrees here in Atlanta which is rare. Any help would be great! Thanks
does it have a "click" sound? Is that what you are referring to?? In that case you would either have a bad starter or starter solenoid... thats the problem I had.

it does click however I jumped the solenoid and it fired right up
Try another jump test - TRANNY IN NEUTRAL - put a jump wire between the battery + and the SMALL terminal on the relay. If it cranks the starter (you don't need the key on - this is just to test the starter circuit), then the relay is good. Now you'll need an assistant - have someone turn the key to START, and look for voltage on that small wire going to the small terminal on the relay. If no voltage, problem with the ignition switch or clutch switch. Is there any recent change in the feel of the clutch pedal? Any new free-play?
You're putting power straight to the starter solenoid then. You need to put power on the small terminal on the relay that activates the relay to see if it is working.
