If you swap rocker assemblies side-to-side, do you end up with a non-drilled rocker stand sitting on a location designed to feed oil to the rockers?

Everything was tagged and put in order when it came apart . Rocker holes line up with head . No oil even when heads off , As I only ran the motor for short time before I pulled it down, and it sat for a couple weeks before valve covers came off . I am not sure how much oil I was getting before tear down . The gauge showed 50 lbs . Mechanical gauge ,

Some of the older cams were crossed drilled, but you rotated the engine while turning the oil pump right? If you did, and still had no oil to the block deck, then if it's not a clogged passage, the the center cam bearing may have rotated, blocking the holes.
