The rod that is supposed to I guess connect inside the other piece doesn't stay in or connected. When I let the truck run for a little bit it's fine then after maybe couple minutes or when it gets hot you can hear a noise coming from it and then truck starts to idle down and want to cut off. I can take and push the piece in and out (not the rod piece but other) a few times then it will seem to sit there and idle just fine. I haven't drive it to see if will run right though.
The choke pulloff only plays a small role in the choke mechanism. When you press the pedal once to start a carbureted engine cold, the choke plate snaps shut. In the absence of the choke pulloff, the choke plate being shut would prevent the engine from running. Instead, engine vacuum created as the starter spins the motor causes the pulloff to open the choke plate, just far enough to let air in. The pulloff is engaged the entire time the engine is running, you just can't tell once the choke spring pulls the choke plate past where the pulloff would.
The engine is supposed to idle down after the engine warms up, but the curb idle and mixture need to be prepared. It sounds like your choke, fast idle, and curb idle (possibly mixture too) aren't set up. I'm not sure how you'd be able to pinpoint a noise coming from the pulloff, as the sound of air being drawn into the throat of the carburetor would swamp any small noise nearby. You can easily check that the pulloff holds vacuum using a handheld pump.
The sound is clearly coming from there. When i push the piece in and hold it in the noise will stop. I can mess with it a minute and the noise won't start but the little rod is not connected or won't stay connected.
