Why 4 Converters?

I have a '97 F150 with a 4.3litre & 110,000 miles.I've kept the maintenance up very well but used it as a truck.I noticed about 3 months ago a loss of power. I gave it a full tune-up but it didn't solve the problem.I realized the converter was clogged while pulling my boat up a long incline.The truck went from 70 mph to 35 mph in a matter of seconds, so I attached a baggie over the tailpipe with a rubberband and it couldn't blow it off.While inspecting the exhaust I found 4 converters.The exhaust & muffler look to be in excellent shape but looks are sometimes deceiving. Is it possible to replace my converters with 2 and still be within the law in Texas? If so does anyone make an aftermarket converter I can buy & install or do I have to go to a muffler shop?
I would appreciate any advice on this.The truck is in excellent shape & I don't want to cause any internal daamage.
