Vacuum lines question

what purpose do these broke off red and white lines serve? It's on a 1996 f250 351 I also found this which apparently had a red line that ran to it as well but it's broke off as well

Top pic is the vacuum resovoir.. you definitely want those hooked up. Bottom pic I'm not sure about, what is the other end attached to?

this is what the bottom pic is connected too, the red vacuum line.

What functions do these control? The truck seems to run fine without them hooked up.

The vacuum resovoir buffers the HVAC controls and several engine actuators, a leak in the system will sometime show as an unstable idle or heater controls that change all on their own.
