i would start with the ground connections for the headlights.
if that don't work, i would work my way into the car, with the next step being checking the connections at the headlight switch.

If your previous vehicle experience is with modern, halogen headlights or better, and alternator equipped vehicles, early 60's stock style headlights and a Generator may be the issue......Still, as others have suggested, start with any and all connections in the light circuit....terminals clean, grounds solid, etc
